When will the Carcinogens and Mutagens at work Directive (CMD) take effect?

There is no immediate regulatory effect. The EU Directive proposal will first need to be adopted by the EU Council and the European Parliament, then it needs to be transposed into national legislation by each of the Member States, and only after that the competent local authorities and inspectors will start using the new regulations. The first step, the EU ordinary legislative procedure (through the Council and Parliament) usually lasts around six months. The subsequent implementation of the Directive into the Member States will take another two years as the transposition in the national laws will have to take place two years after the publication in the Official Journal.
